Margaret Elias MBE was until her retirement, Papua New Guinea’s senior public servant and Chief Secretary to the Government. Prior to this, she held numerous roles including Permanent Secretary at the Department of Personnel Management. Margaret has long been a champion of action learning in Papua New Guinea and she is a strong supporter and advocate of the Personal Viability system and its affiliation with GULL.
